it's too low key

Not enough visits, probably only 1 or 2 from each school district. I know for a fact there's only 5 fciw users in Australia and only 3 of them use it on any kind of DoE wi-fi network.

As for America, I would say that there's less than 10 fciw users in American schools. These tiny sites don't garner enough attention to be blocked because the Department of Education in each respective state/country just does not care, it doesn't even show up on their radar.
